（一）、总局办理的：
1、列入《需国家质检总局备案的进口旧机电产品目录》（见附件3）的进口旧机电产品，省局受理、初审后报国家质检总局办理备案；
2、备案金额超过200万美元的进口旧机电产品，省局受理、初审后报总局办理备案；
3、同一批备案中既有总局备案又有直属局备案旧机电产品的，省局受理、初审后报总局办理备案。
（二）、省局办理的：
总局备案目录以外的旧机电产品，由省局受理并办理备案；
（三）、下列情形无需备案：
进口旧飞机发动机、机载设备及零部件，旧海上平台、主要船用设备及材料、零部件。
（四）、列入《不予备案的进口旧机电产品目录及适用范围》（见附件4）内的进口旧机电产品不予备案；
四、进口旧机电产品备案须提供的资料及相关要求
（一）、申请必须提供的材料为1-3项：
1、进口旧机电产品备案申请书（在网上填写）。特别提醒贸易方式中入境维修复出口是指国外制造的机电产品到国内维修后再出口的情况，对于中国制造的产品退回原单位维修的贸易方式请选择出口退货。
2、申请人、收货人、发货人营业执照或者注册登记文件（复印件）。外文的需要提供翻译件，请扫描至网上，要求图文清晰。
3、 进口旧机电产品清单（包括以下项目：名称、编码、数量、规格型号、产地、制造日期、制造商、新旧状态、价格、用途。在网上填写。）
（二）、 必要时要求提交以下资料：
1、进口旧机电产品的状况说明、制造年份证明材料，反映备案产品特征的彩色照片；
2、进口化工、冶炼、制药、印染、造纸、皮革、能源等旧成套设备的环境影响评价报告、安全评价报告等；
3、旧工程机械使用时间（小时）数；
4、进口旧印刷机械的印刷经营许可证；
5、进口旧轮胎的国家主管部门、环境保护部门和相关政府管理部门明确批准进口的文件；
6、进口实施CCC认证制度管理且用于销售、租赁、维修、再制造的旧机电产品的相应的CCC认证证明文件；
