原文  ：As  the  uploading  of  certificate  details  may  still  take  some  time  to  complete,  the  date  for  registration  of  level  3  equipment  has  been  extended  from  1  September  2013  to  until  1  March  2014.    The  date  for  responsible  supplier  registration  remains  unchanged  as  1  September  2013.

译文：因上传认证证书到数据库需要大量时间去完成，因此对LEVEL  3  (俗称管制类)电气产品的注册备案登记工作，已经由原定的2013年9月1日推迟至2014年的3月1日。而最责任供应商的注册依然未变，要我在2013年9月1日完成。

注解1：不是所有的产品打上RCM  标记的都需要备案登记，目前只规定LEVEL  3  (俗称管制类)电气产品需要登记，这是澳洲政府经过评估认为是比较容易出安全事故的产品名目，总共有56个大类，如您需要详细的中英文目录和测试标准，请联系。

注解2：  责任供应商是一般是指电气产品已经在市面上销售了  ，但是还未将基本企业信息含营业执照ABN在ERAC电气安全管委会注册责任供应商ID的老进口商或当地厂商（比较少）。新的产品供应商可以在产品新进口时随时办理注册登记，不受2013年9月的时间限制。


目前在澳大利亚最为著名的电气超市Harvey  Normal  ，标有RCM  标识的产品到处可见，可见，对新认证政策执行有序进行中。

原文：  What  does  the  RCM  indicate?
The  RCM  indicates  a  device’s  compliance  with  all  applicable  ACMA  technical  standards—that  is,  for  telecommunications,  radiocommunications,  EMC  and  EME—and  associated  record-keeping  (including  testing)  arrangements—and  with  applicable  state  and  territory  electrical  equipment  safety  requirements.

译文：RCM  标识表明什么？
RCM  标识表明设备1）符合ACMA当局的各项技术规定，（这里的设备）包括通讯设备，无线设备，EMC和EME  ，  且2）  满足相关的技术资料，测试报告保存规定，  且3）且符合适用的洲际立法或者ERAC  （注EESS）电气管委会规定的的电气安全要求。

注解1：  RCM  是集EMC  电磁兼容安全和电气安全于一体的认证体系。也就是说低压产品，只要符合1）和2），  如果是电气产品，还需要加做一个安规3）。都是and  的关系，需要同时符合，才能表达RCM  法规符合性标识的全部含义。

注解2：EESS  是Electrical  Equipment  Safety  System  的缩写，是ERAC  电气安全管委会下面的关于电气设备数据库管理系统的简称，简单的说就是国家设备数据库。

What  is  happening  to  the  C-Tick  and  A-Tick?
The  labelling  notices  have  been  amended  to  allow  the  use  of  the  C-Tick  and  A-Tick  on  devices  labelled  before  or  during  the  transition  period  only.  For  further  details,  see  the  Transition  period  section  of  this  FAQ.

C/A-tick  和A-tick  怎么办?
目前政策已经修改为可以在过渡期内继续使用C-tick  和A-tick。  过渡期详见下文。
解读：目前厂家可以选择继续使用C-TICK  A-tick  ，也可开始逐渐引入RCM  。过渡期下文中有进一步阐述，（下文规定是截止到到2016年2月29日）。

英语原文：  To  what  devices  does  the  RCM  apply?
The  devices  within  the  scope  of  the  labelling  notices  have  not  altered  as  a  result  of  using  the  RCM.  The  use  of  the  RCM  has  not  changed  any  of  the  other  ACMA  regulatory  requirements  applying  to  devices.
Note:  The  EESS  arrangements  require  that  all  equipment  within  the  scope  of  the  electrical  equipment  safety  regulations  must  be  labelled  with  the  RCM.  More  information  on  the  equipment  required  to  be  labelled  under  the  EESS  arrangements  is  available  on  the  ERAC  website.


译文：  哪些设备需要使用RCM？
原先在ACMA规定标识范围内的设备都需要标RCM。采纳RCM  新规不改变ACMA当局的法律规定。
注意：按照EESS电气安全局的规定需要在电气安全范围的产品也必须标注RCM，更多信息参考ERAC官方网站。
