An assessment of public feedback on projects which affect the environment will no longer be attached to the environment impact assessment (EIA) reviews, but will be carried out by the companies on their own starting next year, media reported on Thursday.
Companies are required to consult the public and report to local environmental protection departments, which is currently the responsibility of EIA agencies, according to an EIA regulation issued by the Ministry of Environmental Protection (MEP) on Thursday.
In a bid to clarify responsibilities of EIA agencies and companies, and avoid bogus public reviews, companies shall be the only accountable party in conducting public consultations, Peng Yingdeng, an environmentalist from the Beijing Municipal Research Institute of Environmental Protection, told the Global Times on Thursday.
The local environmental protection departments have adopted strict inspection methods to regulate the activities of companies to make sure the companies fulfill the public consultation requirement, Peng said.
In the meantime, links between EIA agencies and governments will be cut off by the end of the year to ensure independent and fair project reviews, the Xinhua News Agency reported on Thursday.
"EIA agencies should have their own industry self-regulation while their affiliation with governments cannot guarantee their performance in accessing environments," said Peng.
"Separating EIA agencies from governments represents efforts to reduce government control in the area and build mutual trust between governments and industries," Peng said, adding that EIA agencies will be closely monitored.
A total of 337 EIA agencies once affiliated with local governments have separated themselves and set up independent companies or cancelled their accreditation, while the remaining 13 agencies will have their accreditations cancelled by the end of December, said Huang Runqiu, deputy head at the MEP, on Wednesday.
