根据中华人民共和国国家质量监督检验检疫总局令 第53号，《进口旧机电产品检验监督程序规定》已经2003年7月24日国家质量监督检验检疫总局局务会议审议通过，现予发布，自2003年10月1日起施行。

一、办理机构确认
《 进口旧机电产品装运前预检验备案书》签发，即当地省局或省局授权机构，如浙江省杭州（省局）
与宁波（省局授权），江苏省南京（省局），安徽省合肥（省局）商检局签发。
