四川国立能源科技有限公司是一家专业从事工业窑炉余热余压利用、新能源发电和“三废”污染治理工程的设计、工程总承包、节能环保设备制造的高新技术企业。公司注册资本1500万元,资产规模达1亿元,现有员工150多人,其中70%以上具有大专及以上学历,工程技术人员50多名。公司在自贡市国家级高新区工业园投资建设的研发与装备制造基地列入了“四川省第一批省级战略性新兴产业项目”和“四川省‘专精特新’重点培育的中小企业名单”,厂区占地50亩,建成了14000平方米现代化标准厂房和5000平方米的综合办公楼;在成都武侯区还购置了400平方米的写字楼作为业务洽谈和技术服务的窗口。

 

四川国立能源科技有限公司拥有电力行业工程设计及总承包乙级、锅炉制造B级和安装一级、压力容器制造A1级资质,可从事3.82MPa以下锅炉、100MPa以下的单层固定式压力容器制造和135MW以下的新能源发电(余热发电、太阳能发电、生物质发电、地热发电)工程设计与总承包业务,是国家发改委、财政部批准的第三批节能服务公司。公司下设有成都汇群电力工程设计有限公司、自贡汇能动力设备有限公司和“隧道式窑炉余热利用与协同处置危险废物工程研究所”(自贡市中小企业研发机构)等技术研发、工程与产品设计、设备制造与安装调试的全资子公司。

   四川国立能源科技有限公司始终坚持“产学研”结合的技术创新原则,先后研发出“隧道式窑炉余热发电”、“利用隧道窑烧结砖生产线协同处置城市污泥和生活垃圾的方法及其处理系统”等方面的多项专利技术。由公司独立开发的“烧结砖隧道窑辐射换热式余热利用技术”已在砖瓦、陶瓷行业推广,并被中国-联合国气候变化伙伴框架项目选定为隧道窑制砖行业余热发电示范技术(中央电视台《中国新闻》栏目曾经报道),已列入《国家重点节能低碳技术推广目录(2014年本)》、《国家鼓励发展的重大环保技术装备目录(2014年修订版)》、科技部创新基金和国家火炬计划项目,获得中国砖瓦工业协会2012年度“砖瓦行业技术革新”一等奖、自贡市2013年度科技进步二等奖、中国节能协会2014年度科技进步二等奖、四川省2014年度科技进步三等奖技术水平国际领先。公司设计制造的烧结砖隧道窑辐射换热式余热锅炉及余热发电装置已列入《四川省地方名优产品目录》《四川省重大技术装备国内首台套产品目录》,可为建材砖瓦工业的节能减排和转型升级提供先进的技术和装备保障。

四川国立能源科技有限公司还主持起草了《烧结砖工厂隧道窑余热发电技术规范》行业标准,参与了《工业余热余压梯级综合利用导则》国家标准的起草工作。公司与农业部环境保护科研监测所、天津大学等单位共同承担的国家公益性行业科研专项——《生活污泥沼气化处理利用技术及设备研究与示范(2013~2017)》项目已正式启动,公司与西安墙体材料设计研究院共同承担其中的《生活污泥制备墙体材料关键工艺技术和设备研究》课题研究任务。

Company profile

Sichuan Guoli Energy Science & Technology Co. Ltd. (Hereafter the SGEST) is a private owned high-tech enterprise dedicated to the recycling of waste heat and waste pressure and treatment of waste gas, waste water and industrial residue (the "three wastes") from industrial kilns, including new technology R & D, design of industrial kilns, equipment manufacture, engineering construction and operational services, etc. The SGEST is accredited certificates to undertake power generation projects (including technical design, general contracting and industrial boiler manufacture and installation) for using new type energy resources, and the third batch of ESCOs by the NDRC and the MoF of China.

 

As a patented technology in China (Patent No. ZL200920078878.1ZL 201220001951.7), the Waste Heat Power Generation Technology (WHRPG) developed by the SGEST has been successfully used in industrial sectors including fired brick and tile and ceramics, and identified and used as a demonstration technology in WHRPG in coal gangue brick tunnel kilns by the programme entitled “China Climate Change Partnership Framework” (CCPF) supported by the Spanish Millennium Development Goal Fund (SMDG-F) and implemented by the United Nations Development Programme (UNDP). Moreover, the self-developed technology has been listed in “Plan of China’s National Energy Saving in Industries” during the 12th 5 Year Plan period by the NDRC, in “Guideline for Investment in Industrial Structure Upgrade and Reform” (2011) by the Ministry of Industry and Information as a promotion technology, supported by the Ministry of Industry and Information under the “Innovation Fund”, the state “Torch Program” (a plan to develop new and high technology) and the “Energy Saving Technique” promoted by the China Bricks & Tiles Industrial Association.

 

The Chengdu Huiqun Electrical Power Design Co. Ltd. and the Zigong Huineng Power Equipment Co. Ltd., wholly owned subsidiaries of the company, are established to provide core equipment of a waste heat power generation project and relevant designing, technical consultations, equipment installation, adjustment and commissioning and training, etc.  

By adhering to the guideline of “customer oriented”, the SGEST will provide whole-procedure, customized and high quality services to customers by using innovative technology as the ties, following the concept of systematic engineering and optimizing process parameters and strictly abiding by all relevant state and international technical codes, design standards, construction specifications and ISO 9001:2000 as well.
